DOT SAP Evaluation in Minnesota — 11 Providers Listed

Minnesota's drivers run I-94 and I-35 through the Twin Cities, where most of the state's warehousing sits, up to the Port of Duluth for iron ore and grain, and out to Rochester, St. Cloud and the farm country in between. The SAP process itself is federal — 49 CFR Part 40, Subpart O — so nothing about it changes at the Minnesota line. The state's part is the CDL itself. Since November 18, 2024 (FMCSA), the Minnesota Driver and Vehicle Services must downgrade the license of a driver in prohibited status within 60 days, and it is the office that restores the commercial privilege after a negative return-to-duty test.

Video evaluations count in Minnesota. The rule that allows them (49 CFR §40.291) is federal, and the only state question is whether the SAP's license reaches a driver sitting in Minnesota; ask before you book.
