DOT SAP Evaluation in Virginia — 10 Providers Listed

Virginia's trucking runs on I-81 down the Shenandoah Valley, one of the heaviest truck corridors in the East, I-95 through Richmond and Northern Virginia, and I-64 to the Port of Virginia at Norfolk. Roanoke, Lynchburg and the Richmond distribution belt hold much of the state's in-state work. Below are 10 listings for Virginia, 2 of which say on their own website they perform DOT SAP evaluations, with offices in Alexandria and Chesapeake. The other 8 listings are for treatment or testing, which you may need later in the process, not for the evaluation itself.

There is no Virginia version of the SAP process. The return-to-duty steps are federal, set out in 49 CFR Part 40, and they are the same for a driver in Virginia as for one anywhere else. What Virginia controls is the license: the Virginia Department of Motor Vehicles downgrades the CDL of a driver in prohibited status, as every state has been required to do since November 18, 2024 (FMCSA), and reinstates it once the Clearinghouse shows “not prohibited.”

A remote evaluation is accepted in Virginia because the federal rule permits it everywhere: a SAP may evaluate you by real-time video at their discretion (49 CFR §40.291), provided their own license lets them see a driver in Virginia. A SAP across the line in Maryland, West Virginia, Kentucky, Tennessee and North Carolina is also an option, in person or by video, under the same licensing question. The one step that always needs a collection site is the observed return-to-duty test; everything up to it can often be done from home.
